Such a restrictor is mounted as a "sandwich" between a small pilot valve (on top) and the main NG25 valve (on the bottom). It allows reducing the flow rate of the control oil, so the huge main spool moves slowly and smoothly (switching time can be extended from fractions of a second to several seconds), ensuring a soft start of the actuator.

4. Internal or external control? How to set up pilot supply (X) and drain (Y) in CETOP 08 valves?

Due to huge pressure drops and impacts in the main working system of heavy machinery, external control is almost always recommended for NG25 valves.
This means that a small control solenoid valve (pilot) on top is supplied with its own independent oil circuit (e.g., from a small gear pump) via channel X, and the oil returns safely straight to the tank via channel Y. This completely bypasses the turbulence and pressure spikes occurring in the machine's main power circuit.
